Irish Emergency/ Mini Budget 2009: The Minister for Finance Brian Lenihan is expected to announce plans for a "bad bank" for toxic bank property debts today when he presents the officially termed "Supplementary Budget," aimed at tackling a deteriorating public finance outlook, through an initial €3.5 billion package of of new taxes and spending cuts.
