EU summit to discuss treaty changes; Trichet says Eurozone banks seeking less funds; Stark says Eurozone close to self-sustaining recovery

European Union (EU) leaders will meet in Brussels this evening and through Friday to discuss proposals on improving Eurozone governance and budget surveillance of all 27 member countries of the union. Meanwhile, on Wednesday, European Central Bank President Jean-Claude Trichet said that Eurozone banks have asked for less funding this week - - a possible signal they are more confident in the outlook. Also on Wednesday, ECB executive board member, Jürgen Stark, said the Eurozone is close to a self-sustaining economic recovery.
