Congress agrees $789 billion US stimulus plan; Obama hails “endeavor of enormous scope and scale”

The US Congress and the White House on Wednesday reached agreement on a $789.5 billion economic stimulus plan that will provide billions of dollars in tax relief for individuals and businesses and spending on infrastructure projects. The budget exceeds the cost of the entire Iraq war since 2003. President Barack Obama, speaking at a Northern Virginia construction site, praised an "endeavor of enormous scope and scale."
