José Manuel Barroso, European Commission president, today proposed a tax on financial transactions to help rebuild public finances across the European Union, calling it a matter of fairness. Meanwhile, the European Parliament Wednesday approved the so-called 'six-pack' rules on Eurozone governance and fiscal responsibility.
