Construction of new hotels in Moscow has lagged behind the deconstruction of hulking Soviet-era hotels, creating a chronic shortage of rooms. Meanwhile, foreign businessmen continue to flock to the city as investment soars. All this adds up to $540 a night seeming cheap.
